DGRA-Förderpreis - Preisverleihung 2025

Im Rahmen ihres 27. Jahreskongresses am 9. Mai 2025 hat die Deutsche Gesellschaft für Regulatory Affairs e.V. (DGRA) den mit 5.000 Euro dotierten DGRA-Förderpreis 2025 verliehen. Die Auszeichnung ging an Dr. Thilo Nölke für seine herausragende Masterarbeit im Studiengang "Drug Regulatory Affairs" (MDRA) mit dem Titel: “Veterinary Regulatory Measures to Counteract Antimicrobial Resistance in Germany and on EU Level”

“Veterinary Regulatory Measures to Counteract Antimicrobial Resistance in Germany and on EU Level”

Die ausgezeichnete Arbeit befasst sich mit einem hochaktuellen Thema von weltweiter Tragweite: dem Kampf gegen antimikrobielle Resistenzen. Herr Dr. Nölke analysiert darin umfassend die biologischen Grundlagen der Resistenzentwicklung, regulatorische Maßnahmen auf nationaler und europäischer Ebene – insbesondere im Kontext der neuen Tierarzneimittelverordnung (EU) 2019/6 – sowie nicht-regulatorische Ansätze wie etwa landwirtschaftliche Produktionssysteme, Antibiotikapreise und Fleischkonsum. Besonders beeindruckt war das Gutachtergremium von seiner differenzierten und fachlich fundierten Herangehensweise.

Herr Dr. Nölke ist Fachtierarzt für Pharmakologie und Toxikologie mit wissenschaftlichem Hintergrund in bakterieller Toxikologie und zellulärer Mikrobiologie. Er studierte Veterinärmedizin, Toxikologie und Drug Regulatory Affairs in München, Leipzig und Bonn und promovierte an der Universität Freiburg. Berufliche Stationen führten ihn u. a. zum Bundesinstitut für Risikobewertung (BfR), zum Bundesamt für Verbraucherschutz und Lebensmittelsicherheit (BVL) sowie zum Bundesinstitut für Arzneimittel und Medizinprodukte (BfArM). Aktuell ist er im Bundesministerium für Landwirtschaft, Ernährung und Heimat (BMLEH) tätig.

Die Laudatio hielt Dr. Niels Krebsfänger, Modulleiter des Moduls 4 im MDRA-Studiengang und Betreuer der ausgezeichneten Masterarbeit. In seiner Würdigung hob er insbesondere die hohe wissenschaftliche Qualität, die gesellschaftliche Relevanz des Themas sowie die vorbildliche Umsetzung im Rahmen des Studiengangs hervor.

Herr Dr. Thilo Nölke ist der elfte Preisträger des DGRA-Förderpreises.

Die DGRA würdigt damit regelmäßig herausragende wissenschaftliche Leistungen auf dem Gebiet des Drug Regulatory Affairs und fördert den wissenschaftlichen Nachwuchs in diesem Fachbereich.

Laudatio von Herrn Dr. Niels Krebsfänger für Herrn Dr. Thilo Nölke im Rahmen der Verleihung des DGRA-Förderpreises 2024:

“As opposed to other medical fields, microbiology is one of the few areas where we know things will get worse over time.” – with this quote Dr. Nölke began his MDRA Thesis entitled “Veterinary Regulatory Measures to Counteract Antimicrobial Resistance in Germany and on EU Level”

Dear Dr. Nölke, dear audience,

Not only a topic well chosen given its ever growing relevance, but also a thesis extremely well done and therefore awarded today with the DGRA Förderpreis 2025. Congratulations, Thilo!

In his thesis, Thilo provides an excellent overview about the global and inter-sectorial challenges of antimicrobial resistance, its biological basis, antibiotic classes, as well as potential solutions such as the One Health approach. He very clearly points to the complexity and multi-factor dependencies that require differentiated measures – which themselves show interdependencies.

On this solid foundation, Dr. Nölke works through the regulatory measures in place – and those recently added with the new veterinary Regulation 2019/6 and its delegating and implementing acts. In this part he truly goes beyond and thoroughly evaluates the measures regarding their expected effectiveness, incl., e.g., impact assessments of earlier measures on antibiotic use and development of resistance. Again, he stresses the importance of a differentiated, multi-sectorial, species- and class-specific assessment in the global context rather than general, catchy headlines one will often find in media and even sometimes in scientific literature.

Furthermore, he also investigates non-regulatory approaches such as agricultural production systems, meat consumption, pricing of antibiotics, development of new, resistance-breaking antibiotics, and he discusses regression of resistance when pressure is lifted by the measures above. So, in the end, perhaps there is a path for things to NOT always getting worse over time.

By the way: Thilo Nölke prepared the 938th MDRA thesis. As with all MDRA alumni, this additional workload on top of daily struggles, this in itself has my – and I am sure everyone´s – utmost respect. In this particular case, the outperformance is truly impressive – and hopefully an indicator of the quality of the MDRA curriculum and an inspiration for many more students in the future.
